David Zorn

Technology & Special Projects Research

David Zorn is our Director for Technology & Special Projects Research. David specializes in the analysis of policy changes, regulatory issues, identifying new markets for businesses, and other unconventional valuation challenges. One of his recent projects was estimating the impact of Dominion Energy’s 2,600 MW offshore wind farm on Hampton Roads and the state of Virginia. In his role, he also shows how data centers and other IT and telecommunications infrastructure projects benefit state and local economies. David has over 20 years of experience as an economist at the U.S. Food and Drug Administration where he worked on issues of food safety, nutrition, bioterror vulnerability, drug importation, tobacco marketing, and quantitative risk assessment. As the Director of Social Sciences, he led research on the effects of FDA policies. He has published several papers on subjects including food safety and nutrition, quantitative risk assessment, and data quality. David earned his Ph.D. in economics from George Mason University with fields in industrial organization, public choice, and law and economics. He is an adjunct professor at the Antonin Scalia Law School at George Mason University.
